# Wellspring: Specifically enumerated limitations:

## Forerunning amendments:

These are limitations on the scope and powers of government which have been found, in the forerunning republic, to be to be necessary for the preservation of the sovereignty of the individual; they have been imported into `WS` for that reason.

9. The enumeration in the `WS` Constitution, of certain rights, shall not be construed to deny or disparage others retained by the people.
10. The powers not delegated to the `WS` government by this constitution are reserved to the resident populace.

## Specific limitations:

All individuals holding office within a branch of the `WS` government shall be bound by Oath or Affirmation, to support this Constitution; but no religious Test shall ever be required as a Qualification to any Office or public Trust under this constitution.
