In order to combat this, we legally constrain financial liability for rent to be equally shared, by law, among all co-tenants. This places a disproportionate amount of power into the hands of the head-tenant of such a vote-buying scheme and puts the artificial co-tenants at the head-tenant's mercy, in that the head-tenant may put the artificial co-tenants into debt merely by refusing to reimburse them their share of the rent payable, and they would have no recourse through the courts. The artificial co-tenants would also incur damages to reputation as they get recorded as derelict tenants if they don't pay off such debts. This should act as a sufficient disincentive to most rational actors.
