# Children: apologia:
Whereas humankind is the rational animal. The human mind is our basic tool of survival and our means for pursuing human flourishing. The development of the human mind is essential to the completion of the development of a child into a legally and generally capable and independent adult;
And whereas we also recognize that the bearing of children is a unilateral decision on the part of the parents and that the children are not consulted on the decision to bring them into being;
We find, for these foregoing reasons, that where children find themselves born into any situation where their parents cannot afford to finance their education, there is a rational justification for providing a government program to ensure that these childrens' education is assured because children do not choose to be brought into being and their parents' circumstances are neither their choice nor their fault.
The aim is to ensure that the growing child's rational faculty can be nourished, armed and developed fully; without creating perverse incentives which encourage people to have children when they haven't properly prepared themselves (both materially and non-materially) to take on the responsibility of childcare.
