+The idea is that we could sell protection to ships for income?

+This fixes the "protection of sea lanes" problem. It also gives us a direct mandate to patrol the seas.
+
+Alternatively, we could have a framework wherein we allow mercenaries to operate in international waters, but have theor headquarters in our polity. They can be held responsible in our courts, though I don't strictly know how. We may decide to require that they post a kind of "bond deposit" of assets that will force them to have to commit to our jurisdiction. The explicit aim of such a mechanism would be to have them commit a quantity of resources that would make it unviable for them to attempt to split their HQ into multiple locations, and so to make them have to commit to our jurisdiction.
