Once every 10 years the current membership of the Philosopher Jury may nominate any number of **eligible** candidates to join the Philosopher Jury. The legislature shall then vote on each of the nominated candidates. Finally, a popular vote shall be used to determine which of the candidates shall be appointed to the Philosopher Jury.
Only one candidate may join the Philosopher Jury per 10 year period.

E.g, if legislation requires 6 ordinary jurors and 6 originalist jurors, then the number of philosopher jurors shall never be allowed fall below 4.
