Make it clearer that we assume that any provider of housing makes an implicit representation that their house is fit for healthy living.

If the house is not fit for healthy living, then the landlord must explicitly state all the ways in which it isn't.

And, provide a defense against government regulations that impede housing maintenance, such as rent controls: "Government impediment to maintenance".
