Current best idea:
We can do sea lane protection by overloading the wartime supply route mechanism. Since the clearance and safe-maintenance of such wartime supply routes also entails their protection in peace time (to ensure that they need not be cleared when war urgency demands their usage), then it becomes in the interest of other nations to manufacture and supply raw materials and products that are used by 'WS".
Of course the supply route asset shall designate the business, assets and personnel who are considered cassus belli. It definitely shall not designate nations or their governments.
Alternatives:
The idea is that we could sell protection to ships for income?
This fixes the "protection of sea lanes" problem. It also gives us a direct mandate to patrol the seas.
Alternatively, we could have a framework wherein we allow mercenaries to operate in international waters, but have theor headquarters in our polity. They can be held responsible in our courts, though I don't strictly know how. We may decide to require that they post a kind of "bond deposit" of assets that will force them to have to commit to our jurisdiction. The explicit aim of such a mechanism would be to have them commit a quantity of resources that would make it unviable for them to attempt to split their HQ into multiple locations, and so to make them have to commit to our jurisdiction.
